James Scarbrough is an experienced North Carolina attorney who focuses on appellate law, civil litigation, real estate matters, and issues involving government agencies. James earned a Bachelor of Arts from the University of North Carolina at Chapel Hill in 1971. He received his Juris Doctor from the University of North Carolina School of Law in 1974. After law school, he served as a law clerk to Judge Robert Martin of the North Carolina Court of Appeals. This early appellate experience helped him build a strong foundation in legal research, written advocacy, judicial decision-making, and the careful analysis required for complex appeals.
James later served as an Assistant Attorney General for the State of North Carolina. In that role, he represented the North Carolina Real Estate Commission, the Judicial Standards Commission, and other state agencies. He also represented the state in appellate proceedings. In 1980, he moved to Concord and entered private practice, where his work included real estate law and civil litigation. His experience on both sides of government-related matters allows him to evaluate legal issues from multiple perspectives.
