Jaime R. Kennedy is a partner at Hardy McLean LLC whose practice focuses on natural resources, utilities, administrative law, and appeals. She represents energy companies, oil and gas operators, investor-owned utilities, and other commercial entities before New Mexico regulatory agencies and in state and federal courts. Kennedy’s work includes matters shaped by technical records, agency rules, public utility regulation, environmental and resource issues, and appellate procedure. She has practiced in both private and government roles, giving her experience with regulated industries and public institutions.

Kennedy earned a B.A., cum laude, from Boston University in 2002 and a J.D., summa cum laude, from the University of New Mexico School of Law in 2006, graduating second in her class. She served as Manuscript Editor of the New Mexico Law Review and wrote a student note addressing legal issues in the West. After law school, she clerked for Judge Lynn Pickard of the New Mexico Court of Appeals, developing experience with appellate records, briefing, legal research, and judicial decision making.

Kennedy practiced with New Mexico and California firms before serving from 2020 through 2024 as a civilian attorney with the Department of the Navy Office of General Counsel. In that role, she supported U.S. Marine Corps operations across the Indo-Pacific, advising on labor and employment, contracting, fiscal law, international law, and ethics. Her current practice draws on that broad background in representing regulated businesses before agencies and courts, including matters involving energy, oil and gas, utilities, administrative proceedings, and appeals.

Jaime R. Kennedy received the Navy Meritorious Civilian Service Award for her government service. Her experience spans private practice, appellate work, federal government counseling, and complex regulatory matters. She helps clients develop records, interpret agency requirements, address contested proceedings, and preserve issues for judicial review. That combination of regulatory and appellate experience supports clients whose business objectives depend on navigating administrative processes, technical evidence, and evolving legal requirements in New Mexico and federal forums.
