Frank Ierulli

Frank Ierulli, Of Counsel, Heyl Royster in Peoria, Illinois, brings over three decades of legal experience to his practice. A former Circuit Court Judge in the Tenth Judicial Circuit, he combines his deep understanding of the law with a strong commitment to justice and public service. His extensive career includes work as a prosecutor, judge, and private practitioner, giving him a unique perspective on both sides of complex legal issues. Frank earned his J.D. from Creighton University School of Law and his B.A. from Loyola University Chicago. His legal journey began at the Peoria County State’s Attorney’s Office, where he served in multiple leadership roles, including Chief of the Juvenile Division and Chief of the Civil Division. During this time, he represented Peoria County in numerous civil and criminal cases across state and federal courts, developing extensive trial and administrative experience.

After transitioning to private practice, Frank became a shareholder at Howard & Howard Attorneys PLLC, where he represented municipalities and local government entities in complex matters. Appointed as an Associate Judge in 2016 and later as an At-Large Circuit Judge by the Illinois Supreme Court, he presided over medical malpractice, commercial, and civil litigation, earning respect for his balanced and reasoned decision-making.
