Ephraim, before joining Cooley LLP, served in the Office of the Solicitor General at the US Department of Justice. In that role, he argued Supreme Court cases involving securities, tax, healthcare, and free speech. He also helped prepare nearly 80 Supreme Court briefs at both the merits and certiorari stages. In private practice, he briefs and argues appeals, files dispositive motions, and provides strategic counseling to clients across many industries.
