Elena M. Gallegos

Elena M. Gallegos is a seasoned attorney who has dedicated her career to practicing school law since 1988. Her work focuses on governance, disability law, employment law, student issues, and special education. She has helped leadership teams in school districts develop better communication and decision-making processes, guiding them through complex legal challenges while keeping the focus on meeting the needs of all students.

Gallegos earned her J.D. from the University of Texas School of Law in 1988. She is licensed to practice in New Mexico and Texas, as well as before the United States Tenth Circuit Court of Appeals and the United States Supreme Court. She is an active member of several professional associations, including the New Mexico State Bar, State Bar of Texas, Albuquerque Bar Association, and the Education Law Association.

Beyond her law practice, Gallegos contributed nationally to education through her role as a Program Specialist with the Mountain Plains Regional Resource Center, funded by the U.S. Department of Education. In this role, she supported state departments of education across ten states, including the Bureau of Indian Education. Returning to New Mexico, she established the firm’s office in Albuquerque and continues to serve as a trusted legal advisor to educational leaders.

In addition to her legal work, Elena M. Gallegos is a respected author and speaker on school law. She has written articles, contributed to legal digests, and served as editor for School Law New Mexico. Her expertise has made her a nationally recognized voice in education law. Through her writing, advocacy, and legal counsel, she continues to strengthen the ability of schools to provide meaningful educational opportunities to all students.
