Dylan D. Bishop

Dylan D. Bishop is a member of Willcox Savage’s Corporate, Securities, and Finance Practice Group in the Norfolk office. He advises businesses and trade associations on licensing, regulatory compliance, government relations, and other legal issues affecting highly regulated industries. Bishop also serves as Senior Vice President of Government Relations with Willcox Savage Consulting LLC, where he helps clients use legislative, regulatory, and administrative processes to advance practical business and policy goals.

Bishop earned his J.D., cum laude, from the University of Richmond in 2016 and his B.A. in philosophy, cum laude, from Hampden-Sydney College in 2013. His legal education, combined with experience inside Virginia government, supports his ability to evaluate statutes, regulations, administrative procedures, and policy developments. This background helps him guide clients through complex regulatory environments while identifying legal and legislative strategies suited to their objectives.

Before joining private practice, Bishop served as chief of staff to a member of the Virginia Senate. He now advises clients in the energy, healthcare, transportation, gaming, heavy construction, procurement, and public employee sectors. His work has included helping secure significant compensation increases for classified state employees and contributing to the legislative framework that brought transportation network companies such as Uber and Lyft to Virginia.
