Donna Reuter

Donna Reuter is counsel at Crowell & Moring LLP and practices health care law from the firm’s Washington, D.C. office. She advises health care payers, providers, associations, and other industry clients on regulatory compliance and litigation. Her work addresses the legal and operational issues affecting health care delivery, payment, and pharmacy services. Clients benefit from her combined understanding of legal requirements and the practical workings of the health care industry.

Donna earned a B.A. in Mass Communication and Journalism from California State University, Fresno in 2006. She received a Pharm.D. from the University of Minnesota in 2011 and a J.D. from Mitchell Hamline School of Law in 2019. Her education in pharmacy and law gives her a strong foundation for evaluating regulatory questions, billing systems, drug distribution, and compliance concerns. This background supports practical advice informed by both legal analysis and clinical knowledge.

Donna previously worked as a pharmacy manager for a major retail chain and as a clinical review pharmacist for a nationwide pharmacy benefit manager in Minnesota. She understands claims adjudication, billing processes, formulary management, utilization review, controlled substances laws, and the pharmacy distribution chain. Her legal experience also includes disputes involving ERISA, medical malpractice, COVID-19, fraud, waste and abuse, and intellectual property. She uses this industry knowledge to help clients assess risk and respond to complex health care matters.

Donna Reuter is admitted to practice in Minnesota and the District of Columbia, as well as before the U.S. District Court for the District of Minnesota and the U.S. Court of Appeals for the Eighth Circuit. She is dedicated to pro bono service and mentoring and serves as co-chair of Bar Talk, the Minnesota Chapter of the Federal Bar Association’s quarterly newsletter.
