Devin Luqman

Devin Luqman is a Maryland attorney known for principled advocacy, practical problem solving, and modern legal strategy. Devin completed undergraduate studies at Towson University, earning a Bachelor of Science in 2009. He later attended the University of Baltimore School of Law in Baltimore, Maryland. There, he received his Juris Doctor – 2013, building a strong foundation in trial advocacy, statutory analysis, and client-centered legal practice.

Devin began his legal career as an Assistant Public Defender in Maryland, where he tried hundreds of cases before judges and juries. This experience sharpened his litigation skills and judgment under pressure. He later expanded into immigration law, handling removal proceedings, family-based adjustments, and human resource compliance matters.

Devin has achieved successful outcomes before the Maryland Court of Special Appeals, the Board of Immigration Appeals, and the United States Immigration and Citizenship Services. His legal insight has also been featured in the Baltimore Sun and The Frederick News Post, along with a television appearance on TLC’s 90 Day Fiancé: Happily Ever After?.

Devin maintains a strong commitment to community education and service. He speaks regularly at local high schools, including Oakdale High School and Tuscarora High School, and lectures at Hood College on criminal and immigration topics. He also devotes significant time to pro bono work, assisting individuals across varied economic backgrounds.

Devin Luqman has partnered with the Spanish-speaking Community of Maryland (SSCM) and the Ausherman Family Foundation to support immigrant families in Frederick, Maryland. Through this collaboration, he serves as the sole legal representative for qualifying families who cannot afford counsel, helping them navigate complex processes and obtain meaningful access to justice.
