Mr. Willis earned his J.D. from the University of Maryland School of Law in 1985. He completed his undergraduate studies at Washington College, earning a B.A. in 1982 with honors. Mr. Willis expanded his practice through admission to the District of Columbia and multiple federal courts following his admission to the Maryland Bar in 1985.
