David L. Arnold is a shareholder and CEO at Pender & Coward, P.C., where he leads the firm’s eminent domain practice. With over a decade of experience, David focuses on eminent domain, right-of-way condemnation, real estate transactions, litigation, and local government law. He advises government agencies, municipalities, utilities, and businesses on complex right-of-way projects. David is also recognized for his skill in commercial litigation and defending local governments and their employees in lawsuits and disputes.
David completed a J.D. from William & Mary Law School in 1992 and an undergraduate degree from the University of Virginia in 1989. His solid academic foundation supports his deep expertise in his practice areas.
David has helped a variety of clients, including state and local governments, transit authorities, developers, and private individuals throughout his career. He provides legal advice on real estate development, historic tax credit syndication, and redevelopment projects. His leadership extends to serving as General Counsel for the International Right of Way Association (IRWA) from 2000 to 2024. He is a certified Senior Right-of-Way Professional (SR/WA), a designation that demonstrates his professional experience and broad knowledge in right-of-way disciplines.
