David Harbin

David Harbin is a criminal defense attorney based in Hagerstown and Frederick, Maryland. He represents clients in DUI/DWI cases, criminal law matters, serious traffic offenses, and juvenile cases. Harbin earned his law degree from Duquesne University in Pittsburgh, Pennsylvania. His legal studies also included time in Dublin, Ireland, where he studied international law and interned with Ireland’s Chief State Solicitor’s Office. During law school, he volunteered with the American Civil Liberties Union and was named Volunteer of the Year in 2002 by the greater Pittsburgh chapter. He also graduated with honors from the University of Pittsburgh.

Harbin has worked in the legal profession in several roles, including as an intern for a prosecutor’s office, a law clerk for trial and appellate courts, and an Assistant Public Defender in Frederick and Washington counties. During more than four years with the Maryland Office of Public Defender, he represented thousands of clients in matters involving DUI/DWI, suspended driving, theft, assault, drug distribution, burglary, sex offenses, homicides, and juvenile charges.

David Harbin is a member of the Maryland and District of Columbia bars. He has served on the board of directors of the Maryland Criminal Defense Attorneys Association and held leadership roles with the Washington County Bar Association, including president, vice president, and board member. He has also served on the Governor’s Judicial Nominating Commission and was appointed in 2022 to the Board of Trustees of the Office of Public Defender.
