About
David A. Rabbino is an Executive Committee Member and Shareholder at Jordan Ramis PC in Portland, Oregon, and Co-Chair of the firm’s Environmental and Natural Resources practice group. His practice covers environmental and natural resources law, litigation, land use, and real estate. David represents for-profit, nonprofit, and local government clients in regulatory matters involving permitting, compliance, enforcement, environmental coverage, contaminated property, and complex cleanup issues.
David earned a J.D. from Hofstra University School of Law in 1985 and a B.A. in Political Science from Connecticut College in 1982. He is admitted in Oregon, Washington, California, Connecticut, and New York, along with several federal courts. His education and multijurisdictional background support a practice that often requires clients to navigate technical environmental rules, regulatory agencies, litigation exposure, real estate concerns, and business objectives at the same time.
David has represented clients at major Superfund sites and in matters involving state and county regulators. He also advises on brownfield redevelopment, financial tools for cleanup projects, contaminated real estate, and related land use requirements. Before joining Jordan Ramis, he practiced civil litigation in New York City, spent almost twelve years as an enforcement attorney with the U.S. EPA, and later worked in environmental litigation practices in California and Portland.
David A. Rabbino has been recognized by Best Lawyers for Environmental Law, Litigation – Environmental, and Natural Resources Law, and by Chambers USA for Environmental Law. He has also served in professional and community leadership roles, including with Oregon’s brownfield community and Youth, Rights & Justice. His public- and private-sector experience helps clients address environmental problems with an understanding of regulatory expectations, litigation risk, cleanup strategy, and long-term business considerations.
