Stephen J. Odell

Stephen J. Odell is a Partner at Marten Law in Portland, Oregon, with more than 25 years of experience in environmental, natural resources, and energy law. He represents clients in federal environmental and natural resources litigation involving public lands, federal environmental compliance, and energy development. His work addresses issues involving timber, mining, water, recreation, grazing, listed species, wetlands, transportation, and energy production and transmission.

Odell earned a J.D. from Stanford Law School and an A.B. from Stanford University. He served as Senior Notes Editor of the Stanford Law Review and completed clerkships for Judge Diarmuid F. O’Scannlain of the Ninth Circuit, Judge Owen M. Panner of the District of Oregon, and Oregon Attorney General Dave Frohnmayer. That training supports his work in complex federal statutory and administrative litigation.

Before joining Marten Law, Odell built a distinguished public-sector litigation career with the U.S. Department of Justice. He has served as lead litigation counsel in hundreds of federal district and appellate matters. His representative work includes Endangered Species Act and NEPA litigation, public land exchanges, federal power system disputes, irrigation and dam permitting, and challenges involving federal agencies responsible for forests, wildlife, water, transportation, and other natural resources.

Stephen J. Odell has been recognized by Best Lawyers in America for Environmental Law and Litigation and has received multiple awards for distinguished government service. He has served on the board of the U.S. District Court of Oregon Historical Society and taught as an adjunct professor at several law schools and academic programs. His practice combines courtroom experience, government insight, and detailed knowledge of federal environmental and natural resources law.
