In addition, he earned an M.S. in Education in 1977 from the University of Oregon, Eugene, Oregon, and a B.S. in Education in 1970 from Oregon State University, Corvallis, Oregon. Mr. Dodds, licensed to practice law in Arizona and Oregon, is also admitted to the U.S. District Court for the District of Arizona.
