About
Cynthia Hemphill is a shareholder, vice president, and co-chair of the legal team at Trow & Rahal, P.C. in Bethesda, Maryland. She has practiced immigration and nationality law since 1996. Her work involves business immigration, immigration matters for performing artists and groups, and family-related cases. Alongside client representation, she guides the firm’s legal team on procedures, changes in government rules, and practices for handling immigration matters efficiently.
Cynthia received a Bachelor of Psychology degree from Yale University and a J.D. from Howard University School of Law. She is a member of the District of Columbia and New York State bar associations. Her legal education and sustained immigration practice provide the foundation for advising businesses, artists, and families whose cases involve detailed filing requirements and government procedures. She also uses that experience to help other attorneys and support staff stay informed about legal developments.
Cynthia works with clients navigating immigration and nationality requirements while overseeing training and mentoring for attorneys and legal staff. She helps develop internal processes, explains procedural updates, and coordinates professional guidance within the firm. Her immigration work extends to business needs, artist-related petitions, and family matters. She has written about family immigration and participated in educational programs sponsored by bar associations and the American Immigration Lawyers Association.
Cynthia Hemphill has been included in The Best Lawyers in America each year since 2010 and in Who’s Who Legal corporate immigration recognition since 2012. She served on the board of the Women’s Bar Association of the District of Columbia from 2015 to 2021.
