About

Charlie S. Baser is a partner at Givens Pursley LLP in Boise, Idaho. Her practice focuses on real estate, natural resources, water rights, environmental law, and administrative and regulatory matters. She also advises on federal Indian law and tribal law issues involving access, rights-of-way, natural resources, and jurisdiction. Baser helps clients address complex land, resource, and regulatory questions through careful analysis and practical legal guidance.

Baser earned her J.D. from the University of Chicago Law School in 2016 and her B.A. from the University of Montana in 2010. While in law school, she worked as a student attorney with the Abrams Environmental Law Clinic and clerked for the Hopi Appellate Court. This academic and practical training gave her a strong foundation in environmental, administrative, tribal, and natural resources law and continues to support her work on technically detailed matters.

Before joining Givens Pursley, Baser practiced at Holland & Hart LLP in Santa Fe, New Mexico. She litigated complex civil cases involving energy, environmental, natural resources, and commercial issues in state trial courts, appellate courts, and federal court. Her earlier experience also includes serving as a summer associate at Sonosky, Chambers, Sachse, Miller & Munson LLP in Anchorage, Alaska. Through these roles, she developed experience handling disputes at multiple stages and addressing issues that cross regulatory, property, and jurisdictional boundaries.

Charlie S. Baser was recognized by Best Lawyers in America as one of its Ones to Watch in Natural Resources Law and Real Estate Law from 2022 through 2025. She is admitted in Idaho and New Mexico, as well as before the U.S. District Court for the District of New Mexico and the Tenth Circuit Court of Appeals. Her litigation experience, regulatory knowledge, and familiarity with western land and resource issues help clients pursue practical solutions to complex legal challenges.
