About

Cammie Chapman is Special Counsel at Brown & Peisch PLLC in Washington, D.C. She has extensive experience in litigation and advisory matters involving child welfare and children’s mental health programs. Her background includes senior government service, agency legal work, court administration, and private practice. She advises on issues that arise when public programs, regulatory obligations, litigation, and service delivery intersect, with particular experience in matters affecting children, families, and human services systems.

Chapman earned her J.D. from West Virginia University College of Law and her B.A. from West Virginia University. Her legal education supports a career that has spanned government counseling, complex program administration, litigation, and legislative engagement. She has worked directly with agencies, courts, lawmakers, and service systems, giving her a practical understanding of how legal requirements are implemented within large public programs and how disputes can affect policy and operations.

Before joining Brown & Peisch, Chapman served as Deputy Secretary for Children and Adult Services with the West Virginia Department of Human Services and previously as the department’s Associate General Counsel. Her work included managing the defense of a foster care class action, negotiating and implementing an agreement with the U.S. Department of Justice concerning children’s mental and behavioral health services, restructuring residential services, and coordinating with education, probation, and juvenile justice agencies.

Cammie Chapman earlier served as Director of Children’s Services for the Supreme Court of Appeals of West Virginia and spent 16 years in private practice. Her private-practice experience included Child Welfare Law, Real Estate, Business Transactions, Corporate Law, Health Care Law, Probate and Estates, and Criminal Law. She also provided testimony and technical assistance to the West Virginia Legislature. This combination of litigation, government leadership, and program experience helps her address complex public-sector matters with practical legal judgment.
