About
Brian J. Lubkeman is a partner at Briglia Hundley in Tysons, Virginia, and co-leads the firm’s Municipal and Governmental Practice Group. His practice concentrates on Virginia local and state government law, with additional work in commercial real estate and corporate matters. He serves as City Attorney for the City of Fairfax and, since 2025, for the City of Manassas Park, advising municipal clients on legal and operational issues.
Lubkeman earned a J.D. from the University of Virginia School of Law in 1992 after receiving a B.A. from the University of Virginia in 1988. His legal education prepared him for a public-law practice involving statutory interpretation, local government powers, real property, and organizational matters. That foundation supports his work counseling municipalities as they address governance, administration, transactions, and legal questions affecting public operations and community responsibilities.
Lubkeman previously served as an assistant Fairfax County attorney and as interim City Attorney for the City of Falls Church. His current practice includes local government and municipal law, residential and commercial real estate, and corporate governance and structure. This combination allows him to advise public entities on municipal responsibilities while also addressing property and organizational issues that can arise in government operations, development, and transactions.
Brian J. Lubkeman has received recognition from Best Lawyers for his municipal law work. His career combines long-term local government counseling with experience in real estate and corporate matters. Through his municipal roles and private practice, he assists Virginia localities with legal questions that require practical knowledge of government operations, public authority, property concerns, and organizational decision-making, while providing continuity on matters that develop over time.
