Bobby Ray Long

Bobby Ray Long is an accomplished attorney with over 40 years of experience, focusing on litigation, real estate, regulatory law, taxation, and administrative law. Previously a shareholder at Dukes, Keating, Hatten, McRaney, Blum, P.A. from 2005 to 2022, he now serves as Of Counsel for the firm. His vast legal knowledge spans insurance defense, law enforcement defense, gaming law, zoning, airport law, and employment defense, making him a trusted advisor in both the public and private sectors.

Mr. Long earned his Juris Doctor from Mississippi College School of Law in 1980, where he was a Moot Court Board member. He also holds a Bachelor of Science in Criminal Justice from Delta State University. Admitted to practice before all Mississippi trial and appellate courts, he also appears before the U.S. District Courts for the Northern and Southern Districts of Mississippi, U.S. Tax Court, U.S. Court of Appeals for the Fifth Circuit, and the U.S. Supreme Court. His tenure as Director of the Legal Division for the Mississippi State Tax Commission further solidified his expertise in taxation and regulatory matters.

Throughout his career, Mr. Long has provided legal guidance in state taxation laws, gaming regulations, and municipal governance. He has played a pivotal role in drafting Mississippi’s legalized gambling laws and regulatory framework, shaping the industry’s legal landscape. Additionally, he has served as General Counsel for the Gulfport-Biloxi Regional Airport Authority, Long Beach Water Management District, and Gulfport Stevedoring Association, demonstrating his impact on key regulatory and infrastructure entities.

A respected speaker, Bobby Ray Long has led presentations on taxation, regulatory law, and aviation-related issues before legislative committees and industry associations, including the Mississippi Tax Assessors and Collectors Association and the Mississippi Airport Association. He is a member of the Mississippi Bar Association, Harrison County Bar Association, and American Inns of Court.
