A Monterey native, Anthony earned both his Bachelor of Science in Political Science (1979) and Juris Doctor (1982) from Santa Clara University. He began his legal career at Noland, Hamerly, Etienne & Hoss, where he became a partner before founding his own firm in 1994. His strong background in land use law and environmental regulation has made him a trusted advocate before the California Coastal Commission.

Throughout his distinguished career, Anthony has guided clients through high-stakes real estate transactions, litigation, and land development matters. He is known for his precise legal insight, strategic negotiation skills, and steadfast advocacy in resolving disputes. In addition to his legal work, Anthony has shared his expertise as a lecturer for the United States Professional Golf Association on Land Use and Resort Development and for the International Research Institute on Land Use.
