About

Angela M. Otto is a partner at Dunn Carney LLP in Portland and a key member of the firm’s Real Estate and Construction practice group. She represents general contractors, subcontractors, suppliers, owners, and developers in construction disputes and project matters. Her work covers delay and impact claims, complex contract disputes, design and construction issues, risk management procedures, contract negotiations, and early problem solving intended to address project concerns before they develop into formal claims.

Angela earned a J.D. from the University of Oregon School of Law and a B.A., magna cum laude, in Psychology from Pacific Lutheran University. She is admitted in Oregon, Utah, and Washington, along with the US District Courts for Oregon and Washington and the US Court of Appeals for the Ninth Circuit. Her academic and licensing background supports a practice that spans transactions, dispute resolution, and courtroom advocacy across major construction matters.

Angela has handled multimillion-dollar disputes involving bridge construction, active food manufacturing facilities, wastewater treatment facilities, hospital renovations, high-tech manufacturing facilities, commercial structures, and a natural gas pipeline. Her experience includes lien foreclosure disputes, mediation, arbitration, and appearances in state and federal courts. She previously practiced as a partner at Ball Janik LLP and at a Portland boutique construction firm, adding further depth to her construction-focused litigation and counseling work.

Angela M. Otto has been recognized by The Best Lawyers in America for Construction Law and Litigation – Construction and by Oregon Super Lawyers. She is a Fellow of the American Bar Foundation, previously chaired the Oregon State Bar Construction Law Section, and has served construction industry organizations in counsel roles. Her practice combines project knowledge, dispute strategy, and front-end risk management for clients involved in complex commercial construction and real estate-related matters.
