Andrew O. Gay is a partner at Gentry Locke and deputy chair of the firm’s Construction Industry Group. He represents contractors, subcontractors, suppliers, project owners, developers, and other construction businesses in transactional and dispute-related matters. Andrew serves as outside general counsel to many construction clients and advises on contract drafting and negotiation, payment disputes, mechanic’s liens, bond claims, licensure compliance, performance issues, defects, delays, internal investigations, and risk management.
Andrew earned his J.D. from Liberty University School of Law and a B.S. in Construction Management from Everglades University. Before entering legal practice, he worked as an estimator and project manager and later served as in-house general counsel for real estate and construction businesses. His legal education and direct industry experience help him understand project operations, commercial pressures, scheduling concerns, and the practical challenges clients face throughout the construction process.
Andrew has represented clients in disputes involving airport expansions, high-rise condominiums, satellite manufacturing facilities, roads, bridges, industrial sites, and water and wastewater projects. His experience includes construction defect claims, bid protests, liquidated damages disputes, mechanic’s lien enforcement, public and private project claims, and contract negotiations involving design-build agreements, joint ventures, general contracts, and subcontracts. He also assists with Disadvantaged Business Enterprise compliance and has defended clients in employment investigations and federal workplace safety proceedings.
Andrew O. Gay has been recognized by Virginia Super Lawyers, Virginia Business Legal Elite, Lynchburg Business, and Martindale-Hubbell for his construction law work. He serves as president of the Lynchburg Bar Association and participates in the Virginia State Bar’s Construction Law and Public Contracts Section, the American Bar Association Forum on Construction Law, and the Virginia Transportation Construction Alliance.
