Andrew Elkhoury

Andrew Elkhoury is the owner and principal of Elkhoury Law PLLC in Houston, which he founded in 2025. He serves as outside general counsel and advises businesses in construction, energy, infrastructure, real estate development, and other project-driven industries. His work covers major commercial agreements, project delivery, business transactions, and disputes. He focuses on connecting legal recommendations to practical questions about risk, schedules, and the operation of a client’s business.

Andrew earned a Bachelor of Arts in Philosophy with high distinction from the University of California, Berkeley. He later received a Juris Doctor with honors from the University of Chicago. His academic education preceded roughly a decade of work at large international law firms, where he developed experience with significant business transactions and disputes. This background supports his counsel on technical contracts and negotiations that require close attention to legal and commercial terms.

Andrew has served as lead outside counsel negotiating a design-build agreement for a nine-figure health campus and eight-figure cross-border supply agreements for a heavy industrial manufacturer. He advised the management team of an engineering and consulting business in a sale to a private equity sponsor. Other matters include government design-build procurement terms, engineering and fabrication agreements, a nine-figure construction-defect arbitration, and an approximately $90 million community renewable energy development program.

Andrew Elkhoury has received Law360 Rising Star recognition in construction and recognition from Lawdragon and Super Lawyers. He is active in construction and business law organizations and has served with Texas Accountants & Lawyers for the Arts. He has also published and spoken on design-build delivery and engineering risk.
