About

Adeline Boulanger is a highly experienced immigration attorney and partner at PF+C, where she leads the firm’s immigration team. She represents companies and individuals in all aspects of U.S. immigration law, including employment-based immigration, nonimmigrant visas, and green card applications. With a deep understanding of U.S. Customs and Border Protection (CBP) regulations, she frequently assists Canadian clients with work authorizations under USMCA/NAFTA, particularly following acquisitions, investments, or new U.S. operations.

Boulanger earned her Master of Laws from the University of Southern California Gould School of Law 2003. She also holds a D.E.S.S. in European Business Law with honors from the University of Valenciennes (2001) and a Juris Doctor in French Business Law from the University of Lille (1999). Her extensive legal education in the U.S. and Europe gives her a strong foundation for handling complex cross-border immigration matters.

Licensed to practice in New York, Boulanger has built a distinguished career advising multinational corporations, startups, and professionals across manufacturing, technology, life sciences, entertainment, and specialized construction industries. She regularly resolves to challenge USMCA/NAFTA cases, files waivers of inadmissibility and manages green card applications, including EB-1, EB-2, and PERM labor certification filings.

Prior to joining PF+C in 2013, Boulanger practiced immigration law in Santa Monica, California. She also served as an Adjunct Professor at the University of Southern California Gould School of Law, teaching European Union Law and Transnational Sales Law from 2004 to 2010. From 2010 to 2013, she acted as Immigration Counsel to the French Consulate General in Los Angeles.

An active member of the legal and business communities, Boulanger serves as a Board Member for the Boston Committee of Conseiller du Commerce Extérieur pour La France. She is also involved with AILA, the French-American Chamber of New England, and CCI Française au Canada. Through her expertise and dedication, she continues to assist clients with seamless immigration solutions.
