Todd W. Baxter

Todd W. Baxter is a partner at McCormick Barstow LLP in Fresno, California, where he has practiced since joining the firm after law school. His practice focuses on appellate litigation, insurance coverage, and insurance bad faith litigation. Baxter represents insurance company clients in disputes before state and federal courts and brings decades of experience to matters involving coverage issues, contested claims, appeals, and other significant litigation concerns.

Baxter earned his J.D. from the University of Nebraska College of Law in 1990 and his B.S. in Secondary Education from the University of Wisconsin-Madison in 1985. His legal education provided a foundation for written advocacy, legal analysis, and courtroom strategy. The State Bar of California Board of Legal Specialization has certified him as a specialist in Appellate Law, and he is admitted to practice in California and Nebraska, as well as before federal appellate and trial courts.

Baxter has extensive experience handling appeals before the California Supreme Court, California Courts of Appeal, the U.S. Court of Appeals for the Ninth Circuit, and federal district courts in California. He also represents insurers in insurance coverage disputes and bad faith litigation. His practice requires careful analysis of policy language, trial records, procedural issues, and appellate standards, helping clients evaluate legal risk and pursue effective strategies in complex disputes.

He has also received the International Academy of Trial Lawyers Distinguished Achievement Award for Advocacy and was selected to the Northern California Super Lawyers list for Appellate Law from 2013 through 2023. Baxter is active in several bar associations and co-authored chapters of the CEB publication Neighbor Disputes: Law and Litigation.
