Todd Meierhenry

Todd Meierhenry is the head of Meierhenry Sargent LLP’s public finance practice in Sioux Falls. Todd has served as bond counsel to many types of governmental entities in South Dakota since 1987. His work includes general obligation bonds, utility revenue bonds, sales tax bonds, tax increment bonds, special assessment bonds, economic development bonds and notes, lease-purchase agreements, and certificates of participation.

Todd earned a B.A. from the University of South Dakota in 1984 and a Juris Doctor from the University of South Dakota in 1987. His legal education supports a practice that combines municipal law, finance, statutory analysis, real estate, and governmental procedure. He is admitted to practice in South Dakota and also holds licenses and registrations connected to real estate, abstracting, and municipal advisory work.

Meierhenry has acted as bond counsel for municipalities and school districts, including the largest school bond issue in South Dakota history. His experience also includes 501(c)(3) financings for colleges, hospitals, nursing homes, and other nonprofit institutions. He serves as general counsel to the South Dakota Building Authority and the South Dakota Education Enhancement Funding Corporation and has drafted legislation affecting public finance and development.

Todd Meierhenry is active in the American College of Bond Counsel and serves as its President for 2025-2026. He has also held leadership roles in the National Association of Bond Attorneys and the South Dakota Municipal Attorneys Association. Todd combines decades of public finance experience with detailed knowledge of governmental borrowing, development tools, and real estate matters to help public and nonprofit clients structure important projects.
