About
Timothy S. Sampson is a Director at DRM in Burlington, Vermont, with a multi-jurisdictional commercial real estate practice. He advises property owners, business owners, ski resort operators, and a major health care system on complex development and transaction matters. His practice includes acquisitions and sales, ground leases, building leases, regulatory permitting, development agreements, real estate finance and security, condominiums and planned communities, easements, covenants, and title issues. He helps clients coordinate the many legal components required to move development projects forward.
Timothy earned a J.D. from George Mason University School of Law and a B.A. from the College of William and Mary, where he was affiliated with Pi Sigma Alpha. His education supports work that combines transaction drafting, land use regulation, financing, and development strategy. Real estate projects frequently require coordination among owners, lenders, government agencies, tenants, and other stakeholders, and his legal training provides a foundation for analyzing those relationships, documenting agreements, and addressing regulatory requirements that affect a project’s timing and feasibility.
Timothy has broad experience with public and private development projects, including health care facilities and large redevelopment efforts. He has led transaction and permitting work for Inova Health System projects in Northern Virginia, including hospital and health facility development and a public-private redevelopment near mass transit. His role has involved land acquisition, ground leasing, regulatory permitting, and coordination of layered real estate transactions. This experience helps him manage projects where development approvals, financing, ownership structure, and construction planning must remain aligned throughout a long process.
Timothy S. Sampson chairs the board of directors of Cathedral Square Housing Corporation, a Vermont nonprofit affordable housing developer and service provider. His practice is distinguished by experience across market conditions and jurisdictions, giving him perspective on how legal structure affects real estate development in different settings. By combining transaction knowledge with permitting and finance experience, he helps clients organize complex projects, address title and land use issues, negotiate agreements, and coordinate the legal work needed to move from acquisition or planning through development and completion.
