About

Thomas R. Melloni is Of Counsel at Paul Frank + Collins and leads the firm’s Municipal Law + Public Finance practice group. He is also a member of the Business + Transactions, Taxation, and Commercial Finance teams. His primary practice areas include commercial lending, municipal law and public finance, and business law. He regularly works with banks and private financiers on secured lending matters across New England, including lines of credit, equipment leasing, real estate development, and other financing structures.

Thomas earned a J.D. from Fordham University School of Law in 1984 and a B.A. from the University of Vermont in 1980. His legal education supports a practice that combines finance, business transactions, taxation, and municipal law. Those areas require close attention to contract structure, collateral, public authority, tax considerations, and regulatory requirements. His academic foundation, together with decades of transaction experience, helps him evaluate complex financing arrangements and explain the legal responsibilities of lenders, borrowers, municipalities, and other participants.

Thomas has been involved in construction and development projects involving hydroelectric facilities, renewable energy, condominiums, shopping centers, and mixed-use public projects. As bond counsel, he serves cities, towns, school districts, solid waste districts, and fire districts. His public finance work includes financings for colleges, libraries, water and wastewater facilities, airports, hospitals, nursing homes, and public power projects. He has also represented lenders in health care, utility, and affordable housing financings and worked with underwriters, banks, and bond insurers on municipal bond offerings.

Thomas R. Melloni began his career in the public finance and corporate departments of a New York City law firm and later led banking, finance, and business practices at a Vermont firm before joining Paul Frank + Collins. He is admitted in Vermont and New York and before federal courts, including the US Supreme Court. His practice combines transactional experience with public finance knowledge, helping financial institutions, businesses, and public entities structure projects, manage financing requirements, and address legal issues across sophisticated commercial and municipal transactions.
