T. Mills Fleming

T. Mills Fleming is a partner at HunterMaclean and co-chairs the firm’s health care practice group. His work centers on representing health care systems and related entities in regulatory, compliance, and transactional matters, as well as advising employers and institutions on complex legal and operational challenges across regulated industries.

Mills earned his Bachelor of Arts from the University of Florida in 1986 and his Juris Doctor from the University of Florida Fredric G. Levin College of Law in 1989. His legal education provided a strong foundation in regulatory analysis, statutory interpretation, and advocacy within highly structured legal environments.

Mills’ practice concentrates on health care law, including compliance planning, physician contracting, fraud and abuse matters, Stark Law assessments, reimbursement issues, and health care system restructurings. He regularly advises hospital boards, tax-exempt entities, and multi-provider joint ventures, helping clients navigate evolving regulatory and enforcement landscapes.

In addition to health care matters, Mills assists clients with bankruptcy and creditors’ rights issues. He has served as special counsel for trustees in significant hospital and health system bankruptcies and is a frequent speaker on health care–related insolvency and restructuring issues at regional and national professional conferences.

Mills’ practice also includes immigration and nationality law, an area in which he has advised employers since 1990. He handles temporary and permanent visa matters, physician immigration issues, and employer compliance under federal immigration laws, and frequently lectures on best practices in employment-related immigration compliance.

He is active in professional organizations, writes and speaks frequently on health care and immigration topics, and is admitted to practice before Georgia state courts and U.S. District Courts in Georgia.
