Scott earned his B.S. in 1981 and his J.D. in 1984 from the University of South Dakota School of Law. In 1984, he was admitted to the South Dakota State Bar and the U.S. District Court for the District of South Dakota. In 1989, he was admitted to the U.S. Court of Appeals for the Eighth Circuit.
