About
Sandra M. Chapman is a founding member of Casey & Chapman, PLLC in Wheeling and has focused her practice on litigation since entering the profession. Her work includes mass tort defense, personal injury litigation, professional liability, medical malpractice, premises liability, and motor vehicle matters. She has also handled education and administrative law, employment discrimination claims, contract work, and business transactions, giving her a broad civil practice across several industries and client types.
Chapman earned her J.D. from the West Virginia University College of Law in 1983. She also received an M.A. in Health Education from West Virginia University and a B.A. from Hanover College, graduating magna cum laude. Early in her career, she served as a law clerk to Justice Richard Neely of the Supreme Court of Appeals of West Virginia. Her education and judicial experience established a strong foundation for complex litigation and appellate analysis.
Her litigation experience includes representing premises owners and manufacturers in mass tort matters and handling claims involving motor vehicle accidents, premises liability, professional negligence, and medical malpractice. Chapman has also represented plaintiffs in gender discrimination, sexual harassment, and race discrimination matters. Beyond litigation, she has worked on contract negotiations, including mergers and acquisitions, and has extensive experience in education law, including representation of county boards of education.
Sandra M. Chapman has held significant leadership roles in the West Virginia legal community, including service as president of the West Virginia State Bar and the West Virginia Bar Association. She has received an AV Preeminent rating and was a founding participant in the West Virginia Council of School Attorneys. Her career combines trial work, professional leadership, and practical counseling across complex civil, health care, employment, and education matters.
