About

Richard R. Moses is senior counsel at Birch Horton Bittner & Cherot in Anchorage who provides strategic counsel and advocacy in complex commercial and regulatory lawsuits and disputes. He litigates in Alaska state courts and federal courts and has tried more than thirty cases to a jury. Richard also advises clients on marijuana and alcohol regulation, campaign finance, election law, professional licensing matters, and appellate issues that require careful analysis of statutes, agencies, and procedural rules.

Richard earned a J.D. from Charlotte School of Law in 2013 and a B.B.A. from the University of Kentucky in 2010. After law school, he moved to Alaska to clerk for the Honorable Kari Kristiansen of the Palmer Superior Court. His education and clerkship experience provided a foundation in legal writing, courtroom procedure, business concepts, and judicial decision making that continues to support his litigation and regulatory practice.

Richard served as a trial attorney in the Kodiak and Anchorage District Attorneys’ offices before entering private practice in 2022. He later advised state agencies on administrative law and represented the State of Alaska in litigation through the Department of Law’s Commercial and Fair Business Section. His experience spans criminal prosecution, agency counseling, commercial disputes, and appeals, giving him familiarity with investigations, evidentiary issues, government processes, and high-stakes contested matters.

Richard R. Moses represents clients at every level of the Alaska state court system, the U.S. District Court for the District of Alaska, and the Ninth Circuit Court of Appeals. He is admitted in Alaska and in federal courts serving the state and region. Richard’s background in prosecution, government counseling, trial work, and appellate practice helps clients address disputes from multiple angles and develop strategies grounded in procedure, evidence, regulation, and practical litigation judgment.
