About

Rachel Foley is a nationally recognized bankruptcy attorney with a track record of dedicated service to consumer debtors. Her legal career began with the United Auto Workers, where she was the sole bankruptcy attorney for Missouri auto workers employed by GM and Ford. Known for handling triple the standard caseload, she ensured every client received exceptional representation, even those incarcerated in federal prison.

Rachel’s education laid a strong foundation for her legal practice. In 1983, she earned an Associate of Arts from Tacoma Community College, followed by a Bachelor of Science from Creighton University in 1986. She completed her legal training with a Juris Doctor from Creighton University School of Law in 1993. This blend of academic training supports her multifaceted approach to legal advocacy.

Before entering the legal field, Rachel worked for two decades as a Registered Respiratory Therapist in emergency care and later served as a Risk Manager for Clarkson Regional Health Services. These roles equipped her with unique insight into client advocacy, risk assessment, and high-pressure decision-making—skills that greatly enhance her legal practice today.

Rachel Foley’s commitment to debtor rights has earned her numerous accolades. She was the first recipient of the K. Colleen Nunnelly Award by the National Association of Consumer Bankruptcy Attorneys. Additional honors include multiple AV Preeminent Attorney recognitions by Martindale-Hubbell, being named to the Missouri Bar’s Pro Bono Wall of Fame, and repeated Avvo Top Lawyer distinctions.

Rachel’s professional affiliations are extensive. Shel is an active member of the American Bankruptcy Institute, the Kansas City Bankruptcy Bar Association, the International Women’s Restructuring and Insolvency Confederation, and the Kansas City Metropolitan Bar Association. She is also a member of the Missouri State Bar and Bankruptcy Law Network. Through speaking engagements and published case work, Rachel continues to share her expertise across legal communities, shaping the practice of consumer bankruptcy and advocating for those facing financial distress.
