Peter Horovitz is a Hawaii attorney who advises clients in commercial and residential real estate, corporate law, land use, and development. His work focuses on helping businesses, property owners, associations, and developers navigate Hawaii’s complex regulatory environment while pursuing practical solutions that support long-term stability and growth.
Peter earned his undergraduate degree from Colorado College in 1992 and his Juris Doctor from the William S. Richardson School of Law at the University of Hawaii at Manoa in 1997. This academic foundation prepared him to handle business, property, and regulatory matters with careful analysis and sound legal judgment. He began his legal career as an associate with a large full-service firm on Oahu, representing local and national corporate financial clients. After returning to Maui in 2002, he expanded his practice into corporate, real estate, and land-use matters.
From 2002 through 2008, Peter assisted with the winding down and sale of approximately 30,000 acres of sugar and plantation land on Maui and the Island of Hawaii. The project also involved creating entities to manage reserved rights, conservation properties, and a historic water transmission system. Since forming his own firm in 2008, he has continued to guide clients through county, state, and federal requirements. His work helps projects move through review, permitting, planning, and compliance with clear guidance.
Peter Horovitz clients have included agricultural businesses, financial institutions, hotel companies, resort entities, commercial property owners, condominium associations, and homeowners’ associations. He advises on business formation, governance, board structure, risk management, contracts, and development strategy, helping organizations operate effectively and make informed decisions.
