About
Paul D. Clement is widely recognized for his work in appellate advocacy and constitutional litigation at the highest levels. He previously served as the 43rd Solicitor General of the United States, shaping major federal arguments and advising on matters of national importance through complex legal and constitutional challenges.
Paul built a strong academic foundation through rigorous study across distinguished institutions. He earned a B.S., summa cum laude, from Georgetown University School of Foreign Service. He later completed an M. Phil. at Darwin College, Cambridge. Paul went on to receive his J.D., magna cum laude, from Harvard Law School.
Paul began his legal career with prestigious clerkships that sharpened his appellate insight. He clerked for Honorable Laurence H. Silberman on the U.S. Court of Appeals for the District of Columbia Circuit and for Associate Justice Antonin Scalia of the U.S. Supreme Court. He later served as Chief Counsel to a U.S. Senate subcommittee.
Paul has argued more than 100 cases before the United States Supreme Court, more than any lawyer since 2000. His advocacy spans landmark disputes involving administrative law, federal jurisdiction, the First Amendment, election law, and patent issues, along with influential matters decided in federal and state appellate courts.
Paul concentrates on high-stakes appeals with substantial financial and legal consequences. He has defended and overturned multibillion-dollar verdicts across multiple circuits and guided complex class action settlements. His work also includes initiating major constitutional and administrative challenges against federal agencies and regulatory actions.
Paul remains deeply committed to public service and legal education. He has led significant pro bono representations before the Supreme Court and serves as a Distinguished Lecturer in Law at Georgetown University Law Center. He is also a Senior Fellow of the Supreme Court Institute and a practitioner in residence.
Paul D. Clement continues to counsel clients on strategic litigation, constitutional disputes, and appellate matters with national impact. His career reflects sustained excellence in advocacy, careful legal judgment, and a commitment to shaping the development of American law through principled and effective representation.
