Michele Simmons Allgood is a highly respected attorney with decades of experience in municipal and public finance. Michele earned her B.A., summa cum laude, from Hendrix College in 1992 before completing her J.D. at Vanderbilt Law School in 1995. Michele’s experience includes serving as bond counsel for the Arkansas Development Finance Authority’s Economic Development Bond Guaranty Program and acting as general counsel to the Pulaski County Public Facilities Board. She has drafted legislation enabling electric utilities to securitize storm restoration costs, merge agencies, and expand financing options. Her guidance extends to tax-exempt and taxable transactions, PILOT programs, and tax abatement agreements.
