Michael T. Durkin

Michael T. Durkin is of counsel in Primmer Piper Eggleston & Cramer PC’s Burlington office and a member of the firm’s Captive Insurance Group. His practice focuses on captive insurance, insurance regulatory compliance, corporate governance, privacy, and commercial transactions. He advises insurers, captive programs, financial technology companies, and other regulated businesses on legal, regulatory, operational, privacy, and risk-management matters connected to their products and business activities.

Michael earned his J.D., cum laude, from Vermont Law School and his B.A. from Saint Michael’s College. His legal education supports work involving insurance regulation, corporate governance, technology transactions, privacy, cybersecurity, and commercial agreements. That background, combined with in-house experience, helps him evaluate legal requirements in the context of business objectives and develop compliance approaches that can operate effectively within growing and regulated organizations.

Michael previously served as Head of Legal at an early-stage financial services company, Assistant General Counsel and HIPAA Privacy Officer for an institutional health plan, and Product Counsel for a SaaS-powered benefits administrator. He has helped develop and manage medical stop-loss captive programs and has negotiated enterprise, technology, SaaS, vendor, and data licensing agreements while designing legal and compliance frameworks for organizational growth.

Michael T. Durkin is admitted in Vermont and Massachusetts and brings private-practice and in-house perspectives to insurance and regulated-business counseling.
