Michael Shelton-Frates is an experienced human resources executive and employment law professional who has spent his career helping organizations strengthen their workplace systems and solve complex personnel challenges. Michael earned his J.D. from Whittier Law School, where he developed a strong foundation in employment and labor law. He is licensed to practice law in the State of Maryland. He practices at A.H. Chan Law Firm, Professional Corporation. In addition to his legal education, he is completing his M.A. in Humanities from California State University, Dominguez Hills, expanding his knowledge in communication, ethics, and organizational culture. Michael has a legal and consulting career spanning more than two decades. As a self-employed attorney and consultant since 2005, he has supported law firms and businesses in employment and labor matters, including policy development, investigations, workforce restructuring, and compliance planning. His earlier roles included serving as an HR consultant with RGP and supporting major business transformations for large companies. He has also held embedded HR leadership roles with organizations such as Gelson’s Markets, Montroy Supply Company, and C&L Refrigeration, where he guided training programs, compensation frameworks, workers’ compensation management, and organizational development efforts across multiple states.
