Melissa M. Flanagan

Melissa M. Flanagan is a partner at Berman Indictor LLP, where she concentrates on affordable real estate development and finance. She represents for-profit and nonprofit developers in complex transactions involving federal Low-Income Housing Tax Credits, state tax credits, taxable and tax-exempt bonds, housing agency loan funds, HUD and FHA financing, and conventional financing. She also advises clients on compliance and regulatory requirements connected with federal, state, and local affordable housing programs.

Melissa earned her B.A. from Thomas Edison State College, where she graduated with highest honors. She later earned her J.D., cum laude, from Rutgers School of Law – Camden. She is admitted to practice in Pennsylvania and New Jersey. Her education and multistate admissions support her work on projects that combine real estate development, public financing, tax incentives, and detailed regulatory obligations.

Melissa previously served as Closing Portfolio Manager at the New Jersey Housing and Mortgage Finance Agency, where she supervised the agency’s loan-closing portfolio. She oversaw bond-financed multifamily developments, tax credit projects, and housing for people with special needs. She also handled prepayments, ownership transfers, HUD-financed Section 236, Section 202, and Section 8 properties, workouts of troubled developments, and preservation refinancings. Her agency experience gives her direct insight into the public approval, financing, and compliance issues that shape affordable housing transactions.
