Matt earned his B.S., M.S., and D.E.E. in Electrical Engineering from the University of Utah, where he specialized in communications, signal processing, control systems, and supporting software. He later received his J.D. from Georgetown University Law Center, completing his legal education in 2000 to transition into patent law.
Matt began his professional path as a communication systems engineer, focusing on advanced military data links in the 1990s.
