Mark A. Garfinkel

Mark A. Garfinkel is the founding partner of GARFINKEL LAW and practices business and transactional law in Maryland and West Virginia. He represents entrepreneurs, startups, established businesses, investors, and nonprofit organizations on business matters, transactions, disputes, and strategic legal issues. His work includes outside general counsel services, corporate governance, contracts, business planning, real estate transactions, partnership disputes, litigation management, intellectual property protection, and employment-related business concerns.

Mark earned a J.D. from the University of Houston Law Center and a Master of Science in Social Work from the University of Texas. His graduate training included counseling and management, adding a practical dimension to legal analysis and business problem solving. This combined background supports his work with founders and executives who need legal advice that accounts for negotiations, organizational relationships, commercial risk, and the practical demands of operating and growing a business.

Mark has served as general counsel to several domestic and international companies and previously served as General Counsel of the Overseas Private Investment Corporation. He also served as Chief of Staff of the US International Trade Commission and has managed federal information-technology projects. His practice includes domestic and international transactions, project structuring and financing, commercial disputes, mediation, vendor relationships, real estate matters, and strategic legal assessments for companies facing complex operational decisions.

Mark A. Garfinkel maintains offices in Hagerstown, Maryland, and Berkeley Springs, West Virginia, and is licensed in both states. He serves on economic and development boards in West Virginia and continues advising companies as an outside or part-time general counsel. His experience combines legal practice, government leadership, business ownership, transactions, dispute resolution, and corporate strategy, giving clients a broad framework for addressing commercial opportunities, conflicts, governance issues, and business risk.
