Mark A. Echo Hawk is a partner and attorney at Echo Hawk & Olsen, PLLC in Pocatello, Idaho. Mark leads the firm’s Indian law practice and has worked on Tribal matters for more than two decades. He represents Tribal governments on governance, Treaty rights, taxation, leasing, rights of way, federal contracting, health care, human resources, natural resources, jurisdiction, contracts, code development, Tribal courts, gaming, schools, and government relations.
Mark earned a Bachelor of Arts from Idaho State University and attended the J. Reuben Clark Law School at Brigham Young University. His education supports a practice that combines government, business, regulatory, and litigation issues. He is admitted in Idaho, Utah, and Washington, as well as federal appellate and district courts, the United States Supreme Court, and the Shoshone-Bannock Tribal Bar, allowing him to serve clients across multiple jurisdictions.
Mark focuses a significant part of his practice on Tribal economic development. He advises on Section 17 corporate charters, business organization, SBA 8(a) contracting, hotel and travel plaza development, housing and mortgage finance, health insurance, and financial institution options. He also represents companies doing business with Tribes or on reservation lands. His background includes service as a Tribal prosecutor and Tribal judge, adding direct experience with Tribal justice systems and governance.
Mark A. Echo Hawk currently serves as Chief Justice of the Pawnee Nation Supreme Court and has participated in professional organizations addressing Tribal and federal legal issues. His work combines Indian law, civil litigation, contracts, business organization, and Tribal economic development. By advising both governments and businesses, Mark helps clients navigate sovereignty, jurisdiction, regulation, commercial planning, and the legal structures that support long-term Tribal operations and economic initiatives.
