Marissa Leigh Alcala

Marissa Leigh Alcala is Co Partner-in-Charge of Norton Rose Fulbright’s Washington, DC office and a project finance lawyer focused on cross-border transactions and innovation. She represents lenders, commercial banks, multilateral and bilateral agencies, sponsors, and equity investors in the United States and global markets. Her work includes corporate and hybrid loan structures, equity investments, joint ventures, distressed assets, and major energy and infrastructure financing transactions.

Alcala earned a J.D. from Georgetown University Law Center in 2000 and a B.A. from Yale University in 1997. Her education supports a transactional practice that combines financing structures, commercial agreements, risk allocation, regulatory considerations, and cross-border project development. She later served as an adjunct professor at Georgetown University Law Center, adding an academic dimension to more than two decades of work in the energy sector.

Alcala has extensive experience with nuclear, solar, wind, geothermal, hydro, battery storage, biofuels, LNG, oil and gas, pipelines, and hydrogen projects. Her representative work includes financings for nuclear repowering, renewable-energy development, LNG-to-power facilities, hydroelectric projects, transmission infrastructure, tax-equity transactions, and acquisitions or sales of power assets. She has worked on projects involving the U.S. Department of Energy and major international development-finance institutions.
