Luke P. Ihnen

Luke P. Ihnen is an Assistant Federal Defender in the Capital Habeas Unit at Federal Defender Services of Eastern Tennessee in Knoxville. His practice focuses on representing death-sentenced clients in federal habeas corpus proceedings, federal appeals, ancillary civil litigation, clemency matters, and end-stage capital litigation. Ihnen handles complex constitutional and procedural issues while advocating for clients facing the most serious criminal penalties in state and federal proceedings.

Ihnen earned his J.D. from the University of Tennessee College of Law in 2016. He previously received both a B.S. and an M.S. from Florida State University. His law school experience strengthened his commitment to public service and included work that helped develop his interest in public-interest advocacy. He later returned to legal education as an adjunct professor at the University of Tennessee College of Law and Lincoln Memorial University Duncan School of Law.

Ihnen has represented clients in significant capital and appellate matters requiring extensive factual investigation, constitutional analysis, briefing, and emergency litigation. Recent federal records identify him as counsel in 2026 capital proceedings involving Christa Pike before Tennessee courts and the U.S. Supreme Court. He has also appeared as amicus counsel in federal appellate litigation before the Ninth Circuit. Earlier in his career, he practiced civil litigation with London & Amburn in Knoxville.

Luke P. Ihnen was selected for the Knoxville News Sentinel’s 40 Under 40 Class of 2024 for his legal and community work. He has also served on the Knoxville Bar Association Board of Governors and has been involved with local legal organizations and educational programs. His career combines federal indigent defense, capital habeas litigation, appellate advocacy, teaching, and professional service, with a sustained focus on representing clients in complex death penalty proceedings.
