About

Jeff Sloan is a founding partner and seasoned labor and employment lawyer representing public sector and nonprofit clients. With almost 40 years of experience, he advises on workplace disputes, collective bargaining, investigations, personnel matters, disciplinary issues, and compliance concerns in complex organizations that require steady judgment, institutional knowledge, and practical problem-solving.

Jeff’s education includes a Juris Doctor from the University of California College of the Law, San Francisco, earned in 1977. He also received a Bachelor of Arts from San Jose State University in 1973, with academic studies in music Performance and Sociology before entering law. His practice covers employment law, investigations, labor relations, collective bargaining, and nonprofit representation. He handles negotiations, investigations, arbitrations, litigation, training, PERB and NLRB matters, and complex public-sector labor disputes that require strategy and clear communication.

Before founding the firm, Jeff served as a name partner and public sector practice leader at a San Francisco labor and employment boutique. He also worked as the San Francisco managing partner of a large Los Angeles-based public-sector labor and employment firm, strengthening his statewide perspective and client service support. Earlier in his career, he served as General Counsel of PERB, a Governor-appointed role overseeing investigative, representation, and litigation divisions. In that position, he supervised thousands of unfair practice charge investigations and guided complex litigation, injunction matters, and appellate work across California trial and appellate courts, as well as the Supreme Court.

Jeff Sloan’s work has helped public agencies and nonprofit organizations address difficult workplace problems with structure, fairness, and legal clarity. Through advice, advocacy, training, and dispute resolution, he consistently supports clients in managing employee relations, protecting institutional missions, reducing legal risk, and responding effectively to demanding labor challenges at every stage. He has also contributed to California public sector labor law through teaching, professional service, and leadership. As an adjunct professor at UC Law SF and a member of respected labor and employment organizations, he continues to share knowledge that benefits employers, practitioners, public agencies, and nonprofit institutions throughout California.
