James P. Kelly

James P. Kelly is a seasoned attorney and equity partner at Franks, Kelly, Matuszewich, and Andrle Attorneys at Law, where he delivers comprehensive legal services across Northern Illinois. He represents individuals, businesses, municipalities, and townships in a wide range of legal matters, including complex litigation, bankruptcy, municipal law, and business disputes. Mr. Kelly earned his B.A. from Canisius College, Buffalo, New York, and his J.D. from Chicago-Kent College of Law, Chicago,o Illinois. His academic background provided a strong foundation in legal analysis, advocacy, and statutory interpretation. His formal education, combined with years of courtroom and advisory experience, enables him to address legal matters with precision and efficiency, and with a thorough understanding of Illinois law and procedure.

Mr. Kelly served for more than eight years as a Senior Litigation Attorney in the Civil Division of the McHenry County State’s Attorney’s Office before entering private practice. In that role, he represented numerous county departments and officials, advised on land use, contracts, and government financing, advised on FOIA and OMA compliance, and defended the county in state and federal courts. His work included zoning disputes, civil rights defense, and high-stakes governmental litigation. In private practice, he continues to help clients by offering strategic representation in litigation, municipal matters, business law, divorce, bankruptcy, probate, and criminal defense.
