He earned a B.A. in Economics and Finance from Transylvania University in 1990 and graduated magna cum laude. He later attended Vanderbilt University School of Law and earned his J.D. in 1993. Lackey was admitted to the Kentucky Bar in 1993 and also gained admission to practice before the United States District Court for the Western District of Kentucky and the United States Court of Appeals for the Sixth Circuit.
