Hissan completed his Bachelor of Science in Electrical Engineering at the University of Kansas in 2005, graduating first in his class. He earned his Juris Doctor from the University of Kansas School of Law in 2009, where he served as Articles Editor for the Kansas Journal of Law and Public Policy and received top honors in several legal subjects.

Hissan is a patent attorney with broad technical experience across electrical, mechanical, and software technologies. He prosecutes patents for innovations in aircraft systems, automotive components, oil and gas drilling, power and energy systems, radar technology, smart home devices, and computer-implemented methods.
