Heather earned her J.D.,magna cum laude, from the University of Baltimore School of Law, where she demonstrated exceptional academic achievement. During law school, she served as editor-in-chief of the University of Baltimore Law Review, was a member of the National Moot Court team, chaired the Moot Court Board, and received the law faculty graduation award. She also earned a B.A. in Government and Politics, Phi Beta Kappa from University of Maryland. Her strong legal education provided the foundation for a distinguished career in corporate and energy law.

Heather has advised clients on mergers and acquisitions, joint ventures, structured commodity transactions, and project development agreements throughout her legal career. She has extensive experience negotiating power purchase agreements, engineering and construction contracts, fuel supply arrangements, and transportation agreements. Her work helps energy companies and investors complete important transactions while managing legal and regulatory risks effectively.

Heather has also built a strong reputation in regulatory compliance. She has overseen statewide retail energy compliance matters for a Fortune 500 energy utility and regularly assists one of the largest retail energy providers in the United States with compliance-related issues. Her guidance helps organizations meet legal requirements and maintain efficient business operations.

Heather Welch Arbogast began her legal career as a judicial clerk for the Honorable Kathryn Grill Graeff of the Court of Special Appeals of Maryland in addition to her transactional and regulatory work. She has earned recognition from Chambers USA for her Corporate/M&A work in Maryland since 2018.
