Fred L. “Chip” Coover

Fred L. “Chip” Coover is the founder and lead attorney of the Coover Law Firm, providing legal services throughout central Maryland and surrounding areas. His practice focuses on family law and civil litigation, including divorce, adoption, child custody and visitation, alimony and child support,  land use, construction law, injury, and real estate matters.

Fred earned a Bachelor’s of Science in Business Administration from Towson State University in Baltimore in 1980. He later completed a joint Masters of Business Administration and Juris Doctor law degree from the University of Baltimore in 1985. He is also a graduate of Leadership Howard County, Class of 2003.

Fred is committed to advancing the legal profession through active involvement in local, state, and national bar associations. Since 2001, he has served on the Executive Council of the Maryland State Bar Association, Committee for the Resolution of Fee Disputes, contributing experience, fairness, professionalism, and judgment to this important work.

Fred is admitted to practice before the Maryland Court of Appeals, the United States District Court, District of Maryland, and the District of Columbia. He is also admitted to the United States Supreme Court, allowing representation across state and federal courts with preparation, reliability, respect, and careful attention to procedure.

Fred brings more than 30 years of legal experience to every matter and approaches each case with integrity and dedication. He works closely with clients to understand goals, explain options, and provide practical guidance. His focus remains on clear communication, steady advocacy, and achieving outcomes that protect client interests.
